What happens when a dog gets a cut next to her butt hole?

okay so a 12 year old maltese has a huge hard swollen area near her butt. only on one side tho.. and i guess it popped and has thick blood that;s red/brown coming oout of one spot... and its on the squashy spot that does tht,.... is it tumor? or is it just infected cut
