Am I being bullied by my teacher?!?

Okay so I was in class today and my teacher was reading us our directions for this project, and i was bored and stuff and started swinging my feet, and my teacher got all mad all of the sudden and started yelling at me she said stuff like.. "KAYLEE YOU RETARDED FREAK! WHY DID YOU KICK HIS CHAIR!?!- which i am positive i did not do..." YOU HAVE SO MANY ISSUES! YOU'RE THE MOST IDIOTIC STUDENT EVER! I FEEL SO BAD FOR YOUR PARENTS! IT'S A WONDER WHY YOU HAVE FRIENDS! AND YOU KNOW YOU HAVE ISSUES DON'T YOU EVERY SINGLE SECOND YOU THINK ABOUT HOW TO BE RETARDED!!" and i was like just staring at her in complete disbelief, i did get into trouble sometimes but not enough for her to be acting like that about it.. and sadly this wasn't the first time she said mean things to me, anyway my question is am i being bullied, and what should i do?? my parents don't believe that this is really happening, and truthfully most of my classmates didn't believe me until today....
