STOP! DO NOT SEND ANYONE MONEY! THIS IS A SCAM. Grants are free, and there is no fee attached to them. Anyone asking for money like this is trying to run a scam on you. You did the right thing by asking for information and being cautious. There are a lot of scams being run nowadays, especially over the internet. A good rule is you never send anyone money to get money, and always check someone out thoroughly before doing anything. It wouldn't hurt for you to report this scam to the FBI, they would be interested, I'm sure.
